Daylight Saving Time changes in 2007
The Issue...

The U.S. Energy Policy Act of 2005, passed by the U.S. Congress July, 2005, extended Daylight
Saving Time (DST) in the U.S. by approximately four weeks. As a result, beginning in 2007, DST
will start three weeks earlier on March 11, 2007, and end one week later on November 4, 2007,
resulting in a new DST period that is four weeks longer than previously observed.
Unless certain updates are applied to your computer, it is possible that the time zone settings
for your computer's system clock may be incorrect during this four week period. This depends on
where you live and which time zone you have selected. To see the time zone settings on your
computer, follow these directions.
When your time zone settings are incorrect your clock may be off by one hour, and certain
applications running on your Windows based computer may not display the correct time. To
address this, Microsoft is providing many free updates and tools that will update your system
automatically.
While the change in daylight saving time applies to U.S. and Canada, the change may impact
customers based outside North America. Companies or organizations with operations, customers or
vendors based in North America may be affected. In addition customers who interact or integrate
with systems that are based in North America or rely on date/time calculations may be impacted.
Customers who live outside North America and yet are impacted should follow the guidance
provided on this site to prepare for the adjusted daylight saving time.
Several Microsoft products are affected by DST. Updates and tools to address the
DST change are being developed and tested for these products. Some of them are
currently available, with the remainder scheduled to be released through early
March 2007.
For many of the Microsoft products affected by the 2007 daylight saving time
change, the most recent versions will not require an update; however, earlier

Depending on the particular product or scenario, these updates will be released through
Microsoft Customer Support Services (CSS), hotfixes incorporated in Knowledge Base articles,
Windows Update, Microsoft Update, Windows Server Update Services (WSUS), and the Microsoft
Download Center.
Pocket PC and Windows Mobile Devices
Microsoft has a knowledge base article detailing how to handle DST on Windows Mobile Phones
(KB 923593). If
you have a phone based on Windows Mobile 3 or 5, you may want to download a .cab file to
your phone and apply it (here's the
link). This .cab file is discussed in the
Windows Mobile blog and it inserts the necessary Registry entries recommended by KB
923953 for you.
According to
HIED West Technology Briefings, Microsoft will release a desktop utility on Feb. 9 to
update devices running Windows Mobile 5.0, Windows Mobile 2003, and Pocket PC 2002 (Windows
Mobile 6 doesn't need a patch). I don't have a link for this patch as it has not yet been
released, but it should be easy to do a search on Microsoft's site after the 9th to find it.
BlackBerry
The Blackberry devices attached to the MSU’s Blackberry Enterprise Server should
have got their updates from that server. Call Chris Bauer at X1010 for help if

February, 2007 Daylight Saving Time Update
Apple is providing software updates for Mac OS X 10.3, 10.4 and later based
on worldwide time zone information available as of January 8, 2007. To make sure
that your clock maintains the proper time, simply install the updates that are
shown for your computer in
Software Update.
You should install these updates even if your computer is used in a time zone
that is not affected. For more details about the available updates, or if
you have an earlier Mac OS version, see below.
Linux
For those of you in an affected time zone, the first thing you should do is
check your time zone configuration to determine whether it is set up to use the
new Daylight Saving Time schedule. The following has been tested on FreeBSD
6.1-RELEASE, Debian GNU/Linux Etch, Fedora Core 6, and even legacy Red Hat 9,
and worked appropriately in all cases:
$ zdump -v /etc/localtime | grep 2007
You have nothing to worry about if that command's output looks something like
the following for the Mountain time zone:
/etc/localtime Sun Mar 11 08:59:59 2007 UTC = Sun Mar 11
02:59:59 2007 MST isdst=0 gmtoff=-25200
/etc/localtime Sun Mar 11 09:00:00 2007 UTC = Sun Mar 11 04:00:00 2007 MDT
isdst=1 gmtoff=-21600
/etc/localtime Sun Nov 4 07:59:59 2007 UTC = Sun Nov 4 02:59:59 2007 MDT
isdst=1 gmtoff=-21600
/etc/localtime Sun Nov 4 08:00:00 2007 UTC = Sun Nov 4 02:00:00 2007 MST
isdst=0 gmtoff=-25200
The key parts of that output are the dates. If you see Sun Mar 11, you
don't need to change anything. A result of Sun Apr 1, on the other hand,
means you need to update your software to match the new schedule.
